Strengthening of PDS & capacity building, consultancies & research

During 2018-19, Department of Food & Public Distribution has successfully conducted a series of two days residential Training Programmes (13 batches) for 550 District Supply officers/ District Food Supply officers (DSOs/DFSOs) of Food & Civil Supplies Department of States/UTs. One training program for the DFSOs of 5 North-eastern States, namely, Manipur, Meghalaya, Mizoram, Nagaland and Tripura was conducted in the month of April 2018 in Agartala, Tripura. Thereafter, trainings in 12 batches have been conducted in FCI’s Institute of Food Security (IFS) at Gurugram, Haryana. Entire expenditure on loading & boarding and training of the participants has been incurred by the Department of Food & Public Distribution. The trainings have been conducted exclusively with the help and supervision of officers of Public Distribution Division of the Department, CPMU Consultants, officers from NIC, UIDAI and PoS agency.

Training contents were developed and designed by the Department, keeping in view the specific job requirements and responsibilities of DFSOs with the motive to update them with new technology in PDS systems including implementation of End-to-End Computerization of PDS Operations and to familiarize them with the provisions of NFSA and other relevant rules, guidelines, orders, notifications etc.

In order to make the training programme more inclusive, one more batch of residential training programme was organized for Master Trainers at IFS, Gurugram. These Master Trainers, would in turn, provide training to Sub-district level functionaries associated with Public Distribution System in their respective State/UTs with collaboration of GIZ India. Master trainers of three States ( Tripura, Himachal Pradesh and Rajasthan) have already conducted training in their respective State.
