Relaxation in Uniform Specifications of Food Grains
Uniform Specification of foodgrains is meant for procurement of foodgrains for central pool. FCI & State agencies procure the foodgrains conforming to these specifications on Minimum Support Price. All procuring agencies are required to procure foodgrains
strictly conforming to Uniform specifications. Inspection of procurement centers are carried out by inspecting officers for smooth procurement of foodgrains.
Sometimes due to natural calamity viz. unseasonal rains, erratic rain fall, cyclone and adverse climatic conditions etc., the crop is affected, thereby affecting the quality of foodgrains and thus, foodgrains brought by farmers for sale may not be conforming
to the laid down norms of FAQ specifications. As a result, relaxations in some refractions of Uniform Specifications are considered by the Govt. to mitigate the hardship of farmers and to avoid distress sale at the request of State Govt./UT administrations.
Generally, a Joint team is always deputed to affected areas of a particular state, whosoever requests for relaxation in paddy/rice specifications to assess the extent of damage. Based on analysis results of samples collected from affected districts of that
particular State relaxations are allowed on case to case basis after thorough examination of the request received from the State Govt. to safeguard the interest of the farmers as well as consumers.
On the request received from State Governments the relaxations are issued with or without value cut as the case may be, with the concurrence of Internal Finance of the Ministry.
