Central Sector Scheme - "Storage & Godowns
Central Sector (Plan) Scheme "Storage and godowns (Focus on North East)”
The Department is implementing a Central Sector (Plan) Scheme for construction of godowns with focus on augmenting capacity in the North Eastern Region.
This scheme is also implemented in a few other states. The present period of this scheme is 01.04.2017 to 31.03.2020.
Funds are released to the FCI in the form of equity for land acquisition and for construction of storage godowns and related infrastructure like railway sidings, electrification, installation of weighbridge, etc.
Funds are also released as grants-in-aid to the State Governments of the North-Eastern States and Jammu and Kashmir for construction of intermediate storage godowns. The Department has been requesting the State Governments to create intermediate storage capacities at Block/Taluka level to store foodgrains collected from FCI depots, for further distribution to fair price shops. This is necessary to improve the supply chain logistics for TPDS. While construction of intermediate godowns is the responsibility of the State Governments, the Department has been providing plan funds to Governments of the NE States including Sikkim for this purpose, considering their difficult geographical conditions.
Godowns to be constructed by FCI will be of minimum capacity of 5000 MT in plain areas (covering area of radius 100 KM) and 1670 MT in hilly areas (covering area of radius 50 KM).
Intermediate godowns to be constructed by State Governments should be preferably of minimum 100 MT capacity and conform to IS Code 16144: 2014.
Storage gap is to be assessed based on requirement for 4 months under NFSA.
Construction of godowns should be done through CPWD/State PWD or other State Government Department engaged in construction works.
Construction should be completed within the projected time schedule (as per DPR).
Utilisation certificates should be furnished in prescribed format (as per GFR) within one year of release of funds.
